Environment Agency Plans Flood and Coastal Management Delivery Framework

The Environment Agency has announced it will be seeking expressions of interest and pre-market engagement from contractors wishing to be considered for the next flood and coastal management delivery framework.

Contractors have been advised that the Environment Agency is looking to procure support from construction and engineering partners in relation to the next generation of flood and water management for the UK.

The framework opportunity will be worth around £3bn and tenders are expected to be invited for the new Collaborative Delivery Framework 2 (CDF2) in March 2025. The expected projects within the framework will range from values of £1m up to £75m and be divided into three lots, by value, with each split geographically in order to support the agency’s regional structure.

Lot 1 will be for firms able to support the framework in the areas of strategy, appraisal and design services for projects with a value of over £1m.

Lot 2 will be for companies providing appraisal services and early supplier engagement as well as detailed design services and construction works valued between £1m and £10m.

Lot 3 suppliers will be able to provide business case services, early engagement, detailed design services and construction works for projects valued at over £10m.

In order to fulfil the framework’s requirements, the agency is looking for firms who are able to assist with the development, design and delivery of nature-based solutions as well as more traditional hard engineering services.

CDF2 will be the successor to the current Collaborative Delivery Framework that runs until 2027. Encompassing technical consultancy services as well as construction works, the new framework will support the agency’s asset management, maintenance, refurbishment and construction projects.

Reaching out to contractors in the first instance, interested parties are invited to complete a pre-market engagement questionnaire and submit it by 10am on 17th September 2024.
